The Parking Enforcement Specialists (P.E.S.) program is a vital part of the agency’s commitment to safety, accessibility, and quality of life in the community. Staffed by trained citizen volunteers and overseen by the Crime Prevention Unit, P.E.S. helps ensure that parking regulations are followed—keeping roadways clear, emergency access points open, and designated spaces available for those who need them most.

What is P.E.S.?

Parking Enforcement Specialists are dedicated volunteers who support the Police Department by enforcing local parking ordinances. Their work plays an important role in maintaining order, improving traffic flow, and protecting critical areas such as fire lanes and accessible parking spaces.

Training & Participation

All P.E.S. volunteers receive specialized training to prepare them for their role. This includes:

  • Completion of 16 hours of in-house field training with a certified P.E.S. Field Training Officer
  • Instruction on applicable parking laws, procedures, and safety protocols

To participate, volunteers must:

  • Possess a valid Florida Driver’s License
  • Successfully complete all required training
  • Operate within established program guidelines

Authorized participants may operate designated departmental vehicles and are issued official identification along with a uniform approved by the Chief of Police.

Role & Responsibilities

P.E.S. volunteers focus specifically on parking-related enforcement and community safety. Their responsibilities include:

  • Enforcing city parking ordinances
  • Identifying and addressing violations such as:
    • Illegal parking in handicap-accessible spaces
    • Obstruction of fire lanes
    • Other safety-related parking violations
  • Supporting overall traffic safety and accessibility efforts

Their presence helps ensure that critical areas remain accessible for emergency responders and individuals with disabilities.

Community Impact

Parking Enforcement Specialists make a meaningful difference throughout the city. In 2025 alone, P.E.S. volunteers issued more than 1,000 parking citations, helping to correct unsafe and unlawful parking behaviors and improve overall community safety.
