The Citizen Observer Patrol (C.O.P.) program empowers residents to take an active role in keeping their neighborhoods safe. Organized within communities across the city and guided by the BBPD's Crime Prevention Unit, C.O.P. is built on a simple but powerful principle: observe, report, and support.
What is C.O.P.?
Citizen Observer Patrols are volunteer groups made up of community members who patrol designated areas in an effort to deter crime and enhance neighborhood awareness. While on patrol, participants remain alert to suspicious activity, unusual occurrences, or safety concerns—and promptly report them to law enforcement.
This visible presence not only helps discourage criminal behavior but also strengthens the connection between residents and the Police Department.
Training & Participation
All C.O.P. volunteers are required to complete an official orientation and training program conducted by designated staff under the supervision of the Crime Prevention Unit. This ensures participants understand their role, responsibilities, and how to effectively communicate observations.
To participate, volunteers must:
- Possess a valid Florida Driver’s License
- Successfully complete required training
- Follow all program guidelines and safety protocols
Authorized participants may operate designated patrol vehicles and are issued official C.O.P. identification, along with approved attire that clearly distinguishes them as program volunteers.
Role & Responsibilities
C.O.P. volunteers play a supportive, non-enforcement role within the community. Their primary responsibilities include:
- Patrolling assigned neighborhoods
- Observing and documenting suspicious or unusual activity
- Reporting information to the Police Department in a timely manner
It is important to note that C.O.P. members:
- Do not stop, detain, or question individuals
- Do not attempt to apprehend suspects
- Do not engage in enforcement actions
Their role is strictly observational, ensuring both their safety and the safety of others.
Community Impact
Our C.O.P. volunteers make a measurable difference every day. Serving communities such as Village Royale on the Green, Sausalito/Sea Meadows, Boynton Leisureville, Palm Beach Leisureville, and High Point, these dedicated individuals have contributed over 5,800 volunteer hours as the extra eyes and ears of the Police Department.
Their commitment enhances neighborhood safety, strengthens community partnerships, and reflects the power of residents working together with law enforcement.
