CRA District_Web SizeThe CRA Neighborhood Officer Program (NOPS) is a dedicated, full-time initiative designed to enhance safety, cleanliness, and community engagement within the Community Redevelopment Area (CRA). Officers assigned to NOPS serve as a visible and approachable presence, patrolling on foot, bicycle, or patrol vehicle to ensure the district remains welcoming, well-maintained, and secure for residents, businesses, and visitors.

At its core, NOPS embraces a “whole of government” approach—bringing together law enforcement, Community Standards, and other city departments to proactively address quality-of-life concerns. From resolving code violations and improving property conditions to coordinating city services, officers work collaboratively to create meaningful, lasting improvements throughout the CRA district.

Relationship-building is a cornerstone of the program. NOPS officers engage directly with business owners, community leaders, clergy, and residents to understand concerns, develop partnerships, and implement solutions tailored to the community’s needs.
